About the Job

Overview:

American Science and Engineering is looking for an Export Control Officer that will ensure AS&E is fully compliant with Export Controls, Federal Government Contracting regulations and follows best business practices. This position will serves as AS&E’s primary international trade and government contracting compliance officer for the entire company, including subsidiaries, with continued expansion in international operations and act as a liaison with

various branches of the United States Government.

 

The position reports to the General Counsel for all legal corporate level compliance matters and will interface with other departments regarding these matters as necessary.

 

The Export Control Officer will be responsible for reviewing, modifying and implementing compliance related policies, procedures and business practices, including conducting appropriate training.



Responsibilities:
  • Work with General Counsel (Empowered Official) and coordinate with VP Contracts to manage export control and general compliance program respectively
  • Strong knowledge in ITAR, FAR, EAR and OFAC compliance issues
  • Superior contract and licensing agreement writing skills
  • Prepare various licenses and Technical Assistance Agreements
  • Communicate export licensing restrictions to program managers
  • Work with Business Development and Capture Managers to ensure export requirements are addressed prior to award of government contracts
  • Prepare management and board briefing materials as needed
  • Ensure compliance with international laws as it relates to Federal Government contracting
  • Conduct internal compliance audits and investigations
  • Stay current with laws and legislation that impact export and government contracting compliance matters

 

Additional Responsibilities Include:

  1. Oversight, continued development, and management of AS&E’s export control program and international trade practices. (Serve as Empowered Official)
  2. Ensuring compliance with shipping requirements in support of AS&E’s supply chain management efforts;
  3. Determining Export licensing requirements for both shipping and access to defense articles or services in foreign countries.
  4. Providing formal training, day to day guidance, and internal audit support for various compliance issues;
  5. Development and management of internal compliance policies, procedures and related training
  6. Staying abreast of changes to regulatory environment and communicating significant changes to management and staff
  7. Conduct internal audits and investigations on compliance matters.


Qualifications:
  • U.S. Citizenship required
  • Bachelor's degree in or other business degree is required
  • JD and in house experience preferred / MBA will be considered
  • Minimum 10 years business experience, with a strong focus on Federal Government Contracting and experience working with international trade compliance; preferably related to the defense industry
